KIBUYE REFERRAL HOSPITAL BACKGROUND
1. Brief history of hospital foundation
Kibuye Referral Hospital is located in Western Province, Karongi District, Bwishyura Sector, Kibuye Cell, Gatwaro Village, along the main Muhanga–Karongi–Nyamasheke–Rusizi road. The hospital was established in 1953 as a dispensary and was later upgraded to a district hospital in 1956 with support from German cooperation. It is one of the three hospitals in Karongi District.
Kibuye Referral Hospital oversees 10 health centers within its catchment area, namely: Kibuye, Kirambo, Rubengera, Gisunzu, Rufungo, Bubazi, Kiziba Camp, Musango, Bigugu, and Mukungu. These health centers serve a combined catchment population of 200,173 people as of the year 2025.In addition, the hospital receives referred patients from health centers located in neighboring districts, including Nyange (Ngororero District, under Muhororo District Hospital), Mukura and Mushubati (Rutsiro District, under Murunda District Hospital), Rugabano (under Kirinda District Hospital), and Mubuga (under Mugonero District Hospital), in accordance with the referral structure outlined in the Ministry of Health letter No. 20/638/CPHSD/2024.
As per the Cabinet decision of May 14, 2014, Kibuye Hospital was upgraded to the level of a Referral Hospital. As a result, Kibuye Referral Hospital now receives patients referred by other hospitals in the Western Province: Mibilizi, Gisenyi, Murunda, Mugonero, Kirinda, Bushenge, Gihundwe, and Kibogora Hospitals.
Following the Ministry of Health letter No. 20/832/HWD/2024 issued in February 2024, requesting Kibuye Referral Hospital to establish a partnership agreement with King Faisal Hospital for the residency training program, Kibuye Referral Hospital is now collaborating with King Faisal Hospital and Africa Health Sciences University. Kibuye Referral Hospital currently hosts a resident training program in Internal Medicine, General Surgery, Obstetrics and Gynecology, Pediatrics, Anesthesia, and Emergency and Critical Care Medicine.
Kibuye Referral Hospital has a bed capacity of 219 beds, with a bed occupancy rate of 83%. The hospital is currently staffed by 261 personnel: 17 specialists (2 pediatricians, 3 obstetricians and gynecologists, 2 Emergency and critical care specialists, 3 Internal medicine specialists, 1 Dermatologist, 1 ENT specialist, 1 ophthalmologist, and 3 Anesthesiologists), 10 general practitioners, 2 Dental surgeons, 121 Nurses, 19 Midwives, 43 Allied health professionals, and 51 Supporting staff.
Kibuye Referral Hospital provides a broad range of medical services, including outpatient care, Internal medicine, Pediatrics, Obstetrics and gynecology, Neonatology, Emergency and critical care, Intensive Care (ICU), General surgery, Mental health and psychiatric services, Clinical psychology, Ophthalmology, Pharmacy, Physiotherapy, Stomatology, Anesthesia, Reproductive health, and social services. It also offers ENT services, Operates an Isange One-Stop Center, provides medical imaging (including CT-Scan), and laboratory services. The hospital supports mentorship and supervision of surrounding health centers.

The Director General
Dr Violette AYINGENEYE is the the Director General of KIBUYE REFERRAL HOSPITAL since 2019. Prior to this position,Dr Vilotte was the Director General of Kabaya District Hospital.Dr Violette AYINGENEYE holds a Masters degree in Public Health.
Dr. Violette Ayingeneye is a distinguished medical professional and healthcare administrator who has dedicated nearly two decades to improving the medical landscape of Rwanda. Since beginning her medical practice in 2007, she has become a central figure in hospital management, known for her ability to navigate complex administrative, financial, and clinical challenges.

Dr .Emmanuel HABIMANA SIBOMANA is the the Director of Medical and Allied Health Services in KIBUYE REFERRAL HOSPITAL since 2023. Prior to this position,Dr Emmanuel was Head of Anethesia department and Intensive Care Unit as Anesthesiologist at Kibuye Referral Hospital.
He holds a Masters degree of Medicine in Anesthesiology and Critical Care Medicine.

Director of Nursing and Midwifery
Mr Steven HAKIZIMANA is the Director of Nursing and Midwife in Kibuye referral Hospital since January 2015.
Mr Steven holds a masters in critical care and trauma nursing and a bachelor's degree in General nursing. Prior to this position Mr Steven HAKIZIMANA was working as a registered nurse at Kibuye RH in different departments.

Mr Japhet UKURIKIYINEZA is the Director of Education,Research,CPD and Quality Assurence Since March 2023 Prior to this position,Mr Japhet was acting on the position of Health Promotion and Disease Officer at Karongi District.
Mr Japhet holds a Bachelors degree in Public Health obtained from the Catholic University of Rwanda.

Mr. Gerturde MUNYANDEKWE is the Human Ressources officer at Kibuye Referral Hospital since December 2024. He previously served as the Human resources manager at Karongi District Headquarters.
